Partnership Officer

DRC is a private, independent, non-profit organization (NGO), devoted, on the basis of humanitarian principles to securing the Protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. DRC works in the context of conflict-induced displacement of populations and in return and reintegration situations .

The purpose of the AFL Assistant is to coordinate the support functions at (Country) Office and off-load the Project Manager and HMA team of support functions. The responsibilities will encompass all the support activities of DRC HMA projects office: supply chain, admin, finance and liaison. This role has an area focus and ensures compliance with DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role also provides support to base operations where mine action activities are taking place.

POSITION PROFILE

Overall purpose of the role:

DRC is seeking a dynamic and self-motivated individual to support the newly funded FCDO Consortium on partnerships, with the objective of strengthening future partnerships with national NGOs, community-based organizations and civil society. The partnership officer will support the consortium to map out and identify new partnerships, assess partner organization capacities, provide administrative and grant support to the partner, facilitate relevant capacity strengthening support, ensure donor/organisation compliance in engaging in partnerships, and provide ongoing support/coordination to the partner organizations throughout and after project implementation.

DUTIES & RESPONSIBILITIES

Key Responsibilities:

. Internal Capacity building and Technical Guidance

• Participate in Consortium’s partnerships and localization strategy in coordination with the Consortium Unit, Trocaire and relevant partners, supporting the set up of WLO Action plan pot
• Contribute to maintain productive links between CMU, Trocaire and the partners for the WLO pot
• Together with Trocaire, Zenab and the CMU Technical Specialist, coordinate across teams to carry out partner organizational capacity assessments and analyse assessments to identify partners
• Support Trocaire/Zenab and CMU to Identify specific capacity strengthening and organizational development needs, and provide administrative support, coordinating training and targeted capacity strengthening support to partners.
• Support partner staff in understanding and adhering to donor compliance for national partnerships across the WLO pot
• Support relevant departments in their respective roles and responsibilities for partnership communication, support, engagement, financial management etc.
• Review and contextualize existing partnerships resources, where possible identifying and recommending additional needs to support capacity assessment, monitoring, compliance, project cycle management, etc.
• Facilitate regular meetings, including ensuring documentation is place with the partners and CMU

Partnerships Management and Collaboration

• Primary focal point for partners – ensuring information is shared regularly and that a good working relationship is in place.
• Directly manage partnership/grants compliance along with Technical lead, providing administrative support to facilitate the partnerships with the support of Technical Coordinators, Finance, and Grants Management
• Analyse results of on-going partnerships, monitor workplan, achievements and results on the ground to produce lessons learnt and inform strategic decision-making
• Participate in initiatives to improve partnership practices by periodically assessing DRC Sudan’s partnership approach, considering both CMU and partners’ perspectives, capture lessons learned and best practices, and make recommendations for improvement

Grants, Accountability, Reporting, and Learning

• Prepare and ensure sub-grant agreements are issued, managed, monitored, and closed in accordance with applicable requirements ensuring appropriate documentation is in place/filed as per DRC/donor compliance
• Ensure a tracking process is in place for monitoring the grant, regularly engaging with parters who have received the grant
• Raise the payment request, ensuring the right documentation is place whilst engaging the CMU finance coordinator for timely partner payments and financial liquidations
• Support timely resolution any partnership queries and follow-up actions raised by donors, DRC, consortium partners or WLOs.
• Provide input for donor reports and proposals as needed in relation to partnerships and localization
• Together with the Chief of Party and DRC PDQM, ensure that partnership tools and financial standards meet donor requirements
• Ensure documentation and consolidation of partner success stories, in coordination with DRC’s advocacy & communications team which can be communicated externally
• Support the Chief of Party in coordinating the preparation, consolidation, review, and submission of DRC and consortium quarterly, interim, annual, and final donor reports in accordance with donor requirements and reporting deadlines

Other

• Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD programmatic minimum standards
• Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy, Safeguarding Policy, and Child Safeguarding Policy

Perform other relevant tasks as requested by and in discussion with the Chief of Party

SKILLS AND EXPERIENCES

• Minimum 3 years of practical experience working with either with a NGO/CSO in project cycle management role or with a INGO in a partnerships role.
• Demonstrated experience in capacity-strengthening support to national partners and strong understanding of partnerships principles
• Experience in donor compliance and procedures across the project cycle
• Demonstrated commitment to apply an age, gender, and diversity (AGD) and Conflict Sensitive approach to programming. 
• Familiarity with MS Word and Excel
• Strong interpersonal skills including the ability to work collaboratively in a multi-cultural environment as well as independently.

Excellent organizational/administrative skills, ability to prioritize, and attention to detail

EDUCATIONAL QUALIFICATIONS: (include certificates, licenses etc.)

• Bachelor’s degree in political science, international development, Gender or relevant field.

Practical trainings or courses in partnerships principles and capacity-strengthening

Fluent in English and Arabic
