Information Management Officer - Protection

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified  Information Management Officer - Protection for our operations in Addis Ababa, Ethiopia.

Overall purpose of the role

Under the supervision of the Program Development and Quality Manager (PDQM) the Protection Information Management (PIM) Officer will be supporting the overall quality of protection-related data management across DRC Ethiopia’s projects. To this end, she or he will play a critical role in supporting the execution of day-to-day activities related to information management through the collection, analysis and sharing of information in a sensitive and appropriate way in accordance with professional standards for protection work. She or he will be responsible for contributing to the overall maintenance of various PIM related tools, ensuring support to field teams to improve the quality of protection data, and timely protection analysis and reporting. The PIM Officer will also support the PIM Specialist and the Protection Coordinator to improve the collection, storage, and analysis of protection information to support the development of evidence-based protection interventions and measuring the impact of protection projects.

Your main duties and responsibilities will be:

• Support in developing and maintaining DRC Ethiopia’s protection database and MEAL information management systems.
• Support in the rollout of standardized protection databases and information management systems across DRC Ethiopia’s protection activities, including for the case management and protection monitoring.
• Support the maintenance of databases of confidential information and ensure there is provision for data security, including strict data handling and confidentiality protocols, weekly backup and recovery control.
• Develop and maintain an inventory of relevant documents on the humanitarian situation of Ethiopia, including mission reports, assessments and evaluations.
• Process data, compile and disseminate information for use in various protection-related materials, including but not limited to reports, briefings, analyses
• Ensure timely and high-quality of protection reporting for both internal and external audiences
• Provide support to the Protection Specialist (Monitoring and Analysis) in the maintenance and development of various KOBO forms, ActivityInfo and support field teams in collecting relevant data.
• Develop various data collection tools both for protection and MEAL teams using digital platforms such as Kobo toolbox and Activity Info and support field teams in collecting relevant data using digital platforms
• Lead the adoption and use of data analytics and visualization including Advanced Excel, power BI and Tableau
• Ensure compliance with data protection and security procedures and policies as per DRC policies, including strict data handling and confidentiality protocols, weekly backup and recovery control.
• Conduct field visits to monitor PIM activities and provide capacity-building in line with core PIM competencies
• Provide remote support to strengthen data collection, analysis, and reporting in hard-to-reach locations with communication challenges
• Enhance DRC staff’s knowledge and capacity to use relevant databases and in topics including data quality, and basic data analysis
• Support with general information management priorities of the DRC Ethiopia office as requested by the Protection Coordinator, MEAL Team, PDQM and Head of Program 

Experience and technical competencies:

• At least 3 years of experience with an NGO or UN agency, at least 2 years of which should be in an operational setting.
• Experience in developing, managing information, and using databases in humanitarian settings.
• Experience compiling information for external dissemination.
• Good experience in research and data/information management, information security as well as quality assurance techniques.
• Strong understanding of humanitarian, displacement and protection issues.
• Strong knowledge of Excel and MS Access or other databases, SharePoint online, and other modern tools.
• Strong knowledge of data collection, analysis and visualization tools and techniques, such as ActivityIfo, Kobo, Power-BI, PivotTables/charts, google forms, among others.
• Previous experience working with protection-related databases and information systems including creating and maintaining ActivityInfo, CPIMS+, GBVIMS+ etc desired.

EDUCATION: (include certificates, licenses, etc.)

• Relevant bachelor’s degree or qualification in information systems, communications, social sciences or related field

LANGUAGE: (indicate Fluency level)

• Excellent proficiency in written and spoken English and other local language(s)
