DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Throughout its nine field offices and a workforce of 265 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the Job:

The overall purpose of the role:

Under the supervision of the Protection Team Leader, the Protection Assistant (Medical) is responsible for the timely, high-quality, and effective provision of protection services in their area of intervention. This includes the provision of Victim Assistance (VA), identifying and following up on confirmed and referred VA cases throughout their treatment in the hospitals, and coordinating the collection and review of required medical documentation from the hospital for each case.

Main Responsibilities:

Verification and Follow-up

• Identify VA cases whose condition requires prioritization for treatment and are considered as life-saving.
• Coordinate the provision of immediate life-saving medical support to civilians who have incurred injuries as a result of the conflict.
• Verify the admission of VA cases in hospitals.
• Assess and internally/externally refer victim assistance cases in need of additional support (e.g. cash for protection, artificial limbs, rehabilitation, psychosocial support, and others).
• Follow-up daily on individuals who are receiving, or have received, medical treatment through DRC, including conducting regular visits to the case, based on the beneficiary’s need.
• Consult with the beneficiary’s designated treatment providers (or potential treatment providers) to determine the appropriate course of action.
• Create monthly medical treatment summaries for each beneficiary during their treatment and when the case is closed.
• Support the signing of Memorandum of Understandings (MoUs) with hospitals.
• Conduct prior coordination with the hospitals, and follow-up on internal/external procedures for providing the required medical support.
• Review all claims/expenses from the hospitals and, with the support of management, determine which charges are appropriate and should be paid.
• Coordinate with DRC’s Protection Officers and Protection Team Leader to transfer patients when needed.
• In coordination with the Protection Team Leader and the other Officers, receive referrals of VA cases from hospitals/local partners/clusters/community and proceed with taking the initial approval and then intake of cases in the hospitals.

Planning and Reporting

• Issue and collect medical reports/quotations for each of the confirmed, referred, and approved VA cases.
• Ensuring the availability of a completed medical claims including bills, detailed disclosure, and medical reports for each case separately from the hospitals.
• Review all claims/expenses from the hospitals.
• Ensure compliance with the internal medical ceiling and promptly coordinate with the Protection Team Leader if cases are out of compliance.
• Flag immediately to the Protection Team Leader any VA case/s that are about to exceed the approved amount for medical support, follow up, and coordinate to conduct the required case conference.
• Maintaining strict confidentiality about the beneficiary and the treatment being provided and, at all times, taking active steps to protect the cases and their families’ privacy and dignity.
• Prepare and submit weekly and monthly updates/work plans promptly.
• Comply with DRC’s policies and procedures including, but not limited to, the Code of Conduct.
• In collaboration with the Protection Team Leader, attend weekly meetings with the team to address any issues and set team plans.

Coordination and representation

• Develop and maintain effective working relationships with other local and International NGOs, government authorities, and other key stakeholders to ensure active coordination.
• In coordination with the Protection Team Leader and Protection Manager, participate in sub-cluster meetings as per area of interest.
• Maintain positive work relationships within the team and promote team-building efforts in coordination with the Protection Team Leader.

Other

• The Protection Assistant (Medical) may be requested to attend an emergency call for duty during emergencies, upon the decision of the manager.
• Sign and strictly abide by the DRC Code of Conduct, program requirements, and operational policies at all times and report any concerns through the appropriate mechanism.
• Must adhere to DRC’s mission, values, and code of conduct including respect for the principles of neutrality, do not harm, and non-discrimination.
• Ensure transparency and DRC’s positive regard and reputation with communities.
• Must treat all beneficiaries with dignity and respect.
• Any other duties relating to the nature of the job as directed by the Team Leader or Protection Manager.

About you

To be successful in this role you must have:

Experience and technical competencies:

• Minimum of three years' experience working in a relevant field.
• 2+ years of experience working in a hospital.
• Ability to work in a structured manner and independently with limited oversight.
• Excellent negotiation and communication skills, including a supportive working style.
• Essential computer literacy (Word and Excel).
• Excellent interpersonal and problem-solving skills, creativity, and flexibility.
• Strong ability to organize work, meet deadlines, maintain composure, work independently, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail.
• Flexibility in working overtime when needed.
• Demonstrated interest in humanitarian work and supporting people affected by conflict.
• Previous experience with international organizations is a strong advantage.

• Associate degree in a medical field (Medicine/Nursing/Public Health or any other relevant field of study) - Medicine degree (MBBS) is preferred

• Arabic - Fluent, reading and writing

We offer

DRC will offer the successful applicant a contract until Dec 31, 2026 , renewable depending on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Sa’ada .

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band ( I Non-Manager) and will be reporting to the Protection Team Leader.
