URRI Partnerships and Programme Implementation Coordinator.

DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as URRI Partnerships and Programme Implementation Coordinator. 

Project Background

The objective of the Uganda Refugee Resilience Initiative (URRI) programme is to enhance climate resilience among women, men, and youth in both refugee and host communities, and to promote inclusive, cohesive, and environmentally sustainable development in refugee-affected areas, aligned with local priorities. URRI is funded by the Royal Danish Embassy in Kampala.

The overall purpose of the role:

The URRI Partnerships and Programme Implementation Coordinator will provide technical partner capacity support and coordination across all partners including consortium partners, district and local government and other identified key stakeholders in the area of operation. He/she will be responsible for ensuring timely implementation of all URRI programmatic activities, with a particular focus on the capacity strengthening programme activities targeting district local governments (DLGs) and implementing partners. The position holder will also provide capacity technical support, guidance, capacity strengthening and motivation to ensure effective performance of URRI partners and stakeholders in the six districts Terego, Madi-Okollo, Yumbe, Koboko, Obongi and Moyo.

Your main duties and responsibilities will be: 

Programme implementation coordination 

• Ensure that the activities are implemented in accordance with work plans and implementation guidelines.

• Regularly carry out field monitoring of activities and give feedback to implementing partners. 

• Ensure that challenges and obstacles reported during field monitoring visits are promptly addressed.

• Ensure that lessons learnt and best practices are widely disseminated and implemented.

• Coordinate and work closely with the URRI technical coordinators, programme managers and project coordinators across West Nile.

• Hold regular meetings with implementing partners to identify bottlenecks in programme delivery and appropriate solutions, to be regularly followed up.

• In coordination with URRI technical coordinators, ensure that activity concept notes/ terms of reference and reports are produced on time and properly archived.

• Ensure that actions points stemming from the Project Coordination Unit (PCU) and partners’ meetings are properly followed up.

• Maintain and regularly update programme risk registers and support mitigation planning with implementing partners.

• Coordinate the preparation of high-quality programme reports, ensuring timely inputs from consortium partners. 

• Hold bi-weekly meetings with the Consortium Manager to provide strategic updates on the evolution of the programme.

• Work closely with the MEAL team to ensure timely monitoring, learning, adaptive management and follow-up of programme performance indicators.

• Ensure programme implementation meets DRC and donor quality standards, activities are evidence-based, conflict-sensitive, gender-responsive and environmentally compliant.

• Promote adaptive management by identifying implementation challenges and recommending adjustments based on monitoring findings and contexual changes.

External partners coordination 

• Support the consortia partners in maintaining close relationships with key stakeholders to ensure that URRI is coordinated with relevant ministries, organisations and development partners active in refugee affected areas. 

• Liaise closely with DLGs, Office of the Prime Minister (OPM), and UNHCR on all relevant URRI programming. 

• Represent URRI in relevant coordination forums and technical working groups as delegated by the Consortium Manager.

• Ensure that quarterly engagements with Office of the Prime Minister (OPM) are held in all settlements where URRI operates. Ensure minutes taking, archiving and follow up on action points.

• Ensure that monthly activity reports are regularly shared with District Focal Points (DFPs).

• Ensure partners hold regular monthly meetings with District Focal Points (DFPs), share minutes and follow up on action points.

• Liaise with DFPs and ensure that monthly reports are shared with district leadership and technical planning committees, documenting progress and bottlenecks and foster local government leadership's ownership of URRI.

• Contribute to organise quarterly field visits with DFPs and ensure the productions of reports, which are to be shared with district ledership are to be shared with the district leadership 

• Organise yearly meetings with district leadership, including Chief Admistrative Officers (CAOs), Local Council V Chairpersons (LCVs), and Resident District Commissioners (RDCs), and ensure proper archiving of minutes and follow up on all action points.

• Take lead in organising meeting and monitoring visits with donors, development partners and other stakeholders as requested.

Capacity building – District local governments and implementing partners

• Review and update partner capacity assessments, planning and implementation tools.

• Ensure coordination and sharing of best practices on the approach to capacity building of local partners and District Local Governments.

• Monitor the partners’ implementation of capacity building activities.

• Engage with relevant stakeholder on capacity strengthening support and co-ordination.

• Facilitate peer-to-peer learning and exchange between consortium partners. 

• Monitor and promote DANIDA’s visibility and interests including URRI Communication and Visibility Guidelines. 

• Support the development of communications materials.

• On request, perform any other additional duties assigned by the supervisors to allow the organization to function optimally.

About you 

To be successful in this role, you must have a minimum of 6 years of full-time relevant professional experience in capacity strengthening, programme coordination and programme cycle management. Moreover, we also expect the following. 

Required 

• Bachelor’s degree in Environment, Agriculture, Natural Resource Management, Development Studies, Social Sciences or related field. 

• Broad knowledge of concepts, principles, techniques and practices of climate smart agriculture, resilience design, environment and/or climate change, safe access to energy and biodiversity conservation. 

• Experience working with international non-governmental organizations on donor-funded projects. 

• Experience coordinating multi-partner programmes or consortia is highly desirable.
