Monitoring, Evaluation, Accountability and Learning Officer (ABA Consortium)

Danish Refugee Council (DRC)  is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Monitoring, Evaluation, Accountability and Learning Officer ( MEAL Officer ) for its Area-Based Allocation (ABA) project implemented in Khersonska oblast – however, the position is based in Mykolaiv.

About the job

Under the management of the Area Programme Manager (ABA) and technical supervision from the ABA MEAL/AAP Specialist, the MEAL Officer will support the implementation of standardized MEAL processes across the Area-Based Approach (ABA) Consortium, with a particular focus on strengthening the quality and consistency of subgrantee programming. The role will contribute to ensuring that partners' MEAL systems, tools and reporting comply with consortium and donor requirements while supporting partners through technical guidance and capacity development. The MEAL Officer will contribute to monitoring program quality, validating partner deliverables, strengthening evidence-based programming, and ensuring high-quality reporting and accountability throughout the implementation of consortium activities.

Your main duties and responsibilities will be:

• Ensure standardised MEAL processes across the consortium led by the Monitoring, Evaluation, Accountability and Learning Specialist (ABA Consortium Monitoring, Evaluation, Accountability and Learning Specialist) are integrated into DRC’s partner programming in the Сonsortium.
• Conduct Due Diligence (DD) MEAL assessments – initial review of partner MEAL-related policies and systems as part of onboarding.
• Provide development and validation of logframes, Indicator Performance Tracking Tables (IPTs), and MEAL plans, ensuring logical coherence, feasibility, and donor alignment.
• Carry out a validation and development of MEAL tools, including surveys, Post-Distribution Monitoring (PAMs), Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), or providing tailored guidance to partners on tool adaptation.
• Review and approve reports (narrative, final, Post-Distribution Monitoring (PAM), PLT reports) – identifying inconsistencies, ensuring alignment with MEAL plans, and following up with partners for clarification.
• Support with IPT / Activity Info reporting – including partner coordination, issue resolution, and ensuring compliance with reporting requirements.
• Contribute to Partners’ capacity development by training on MEAL related aspects.
• Carry out activities requested by the MEAL Specialist (ABA Consortium MEAL Specialist) and/or Area Programme Manager (ABA) related to MEAL activities.
• In close coordination with Sector Specialists, conduct Field Monitoring Visits (FMVs) to subgrantees in Khersonska Oblast, and draft FMV reports.

About you

To be successful in this role we expect you to have at least 2 years of experience preferably in social work, community development, non-governmental organizations, or civil society . Moreover, we also expect the following:

Required

• Experience working with the humanitarian sector.
• Experience using data collection tools (Kobo, Microsoft Forms, Google Forms, Power BI/Tableau, etc.).
• Knowledge/experience with Monitoring & Evaluation specifically, information management or accountability and basic knowledge of data analysis practices and tools.
• Proficiency in Ukrainian.
• Advanced proficiency in English.
• Confident user in MS Word, Excel, PowerPoint and Outlook.

We offer

• Contract length : 6-month contract, renewable depending on performance and funding, including a 3-month probation period.
• Band : H non-manager.
• Designation of Duty Station : Mykolaiv.
• Start date : as soon as possible.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for employees on national contracts; starting from EUR 2025 gross per month (depending on experience and qualifications).
