Monitoring, Evaluation, Accountability and Learning Specialist

Danish Refugee Council (DRC)  is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a highly qualified  Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist to join our team in  Kyiv.

About the job

As MEAL Specialist, you will be playing a leading role in the development, implementation, and management of the MEAL workplan, and contribute to DRC’s accountability commitments, learning needs, and priorities. While supporting the mainstreaming of MEAL throughout the project cycle and reinforcing quality programme management, you will provide technical support and oversight to MEAL staff in the area offices to effectively carry out the MEAL plan for applicable projects.

In this role you will also contribute to embedding localisation commitments within MEAL systems by strengthening national partner capacities, promoting equitable and proportionate monitoring and reporting approaches, and ensuring accountability mechanisms are inclusive, accessible, and responsive to affected communities and local actors.

Your main duties and responsibilities will be:

• The development of project monitoring tools, processes and activities, during all project phases, including Logical Frameworks, Indicator Performance Trackers (IPT), and MEAL plans.
• The continuous follow-up with relevant stakeholders, including MEAL, Program and Technical colleagues, on all MEAL related tasks, processes and deliverables at grant/project level, including measurement of indicators, regular post-assistance monitoring exercises, population/beneficiary-based surveys, from data collection to data analysis and reporting.
• The active participation to project related coordination meetings, including kick-off meetings, review meetings and close-out meetings.
• The development of appropriate monitoring, tracking and reporting systems, tools and templates that allow regular monitoring of program outputs, generate quality evidence on programs outcome and promote and ensure use of data for decision-making processes.
• The development and constant improvements of the systems that strengthen DRC’ ability to measure impact, contributing to the design and implementation of evaluations in compliance with DRC evaluation policy, from development of Terms of References, to advising management on approval of final report.
• The dissemination of relevant monitoring and evaluation findings, both internally to program and technical colleagues, including Senior Management, as well as externally, including among donor representatives and targeted communities. He/she/they will provide timely and high-quality monitoring feedback to all relevant stakeholder, including program managers and sector technical counterparts.
• The development and continuous update of the accountability strategy, including the Community Feedback and Complaint Mechanisms. You will support the MEAL Unit in ensuring that DRC’s team members are supporting all efforts towards accountability, specifically to beneficiaries and in line with international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of DRC projects.
• The design and implementation of Multi-Sector Needs Assessments, evaluations, baseline and end line studies at project/program/country level.
• The technical guidance and capacity building of Program and Technical staff, both internal to DRC mission as well as for DRC’s national partners.

About you

To be successful in this role we expect you to have at least 4 years of relevant work experience in monitoring, evaluation, accountability, and learning of humanitarian and development programmes.Moreover, we also expect the following:

Required

• Experience working with International/National NGOs, UN agencies in humanitarian settings.
• Experience working with or strengthening MEAL systems of national partners or local civil society organizations.
• Demonstrated understanding of localisation principles and equitable partnership approaches in humanitarian contexts.
• Strong knowledge and familiarity with Theories of Change and Logical Frameworks, including impact, outcome, and indicator design. 
• Advanced understanding of MEAL principles and processes, including data collection, management, analysis, and reporting.
• Demonstrated experience designing and implementing MEAL Plans and data collection tools, in collaboration with programme teams.
• Proven experience in effectively working with a variety of donor requirements, including but not limited to ECHO, Danida, Sida, UN agencies.
• Demonstrated experience in producing analytical information products from primary and secondary data sources.
• Understanding of mix-methods approach, research methodologies, and the nature and use of evidence.
• Familiarity with CFM, with an ability to handle sensitive issues with discretion and confidentiality.
• Excellent verbal and written communication skills; ability to collaborate with a diverse range of colleagues and stakeholders.
• Advanced skills in Excel, MS Word, PowerPoint, and Office365.
• Full professional proficiency in both Ukrainian and English, including translation and report writing skills

Desirable

• Experience in statistical software, such as SPSS, and visualisation tools, such as PowerBi or Tableau.
• Advanced skills in design, implementation, and quality assurance throughout data collection, such as Kobo Toolbox, ODK, and others.
• Experience carrying out capacity development initiatives, including trainings.
• Experience facilitating joint learning workshops or capacity strengthening initiatives with partners.

• Contract length : 6 months fixed-term contract with the possibility of extension depending on performance and availability of funding after successful completion of a 3-month probationary period

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for employees on  national contracts ; starting from  EUR 2,574 gross per month (depending on experience and qualifications).
