The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

This role has a Sudan CO focus and ensures compliance to DRC’s CoCRM and Safeguarding procedures, guidelines and requirements within the Sudan operation. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The Safeguarding & Code of Conduct Specialist is responsible, on behalf of the Country Director, for nurturing and promoting a culture of code of conduct in collaboration with managers, staff, as well as the Safeguarding & Code of Conduct Unit in HQ, for reviewing, planning and implementing capacity building plans on strengthening functional CoCRM and safeguarding practices in Sudan CO. It also includes investigating Reports of Suspected Misconduct, under the authority of the HQ Code of Conduct Team. The position is managed by the Risk and Compliance Manager as part of the R&C unit, but for investigation purposes has a direct technical line to the Country Director for investigations.

DUTIES & RESPONSIBILITIES

Complaint Registration

• Setting complaint (RSM) tracks, managing complaint tracks (e.g. hotline, green line, e-mail, complaint boxes etc.) and receiving RSMs in person.
• Advising Reporting Persons on DRC’s CoCRM structure and procedures, available reporting opportunities and other.
• Registering RSMs in the Code of Conduct Tracking Tool and informing the HQ Registrar of such registration. Updating the Code of Conduct Tracking Tool with available information.
• Coordinating with the HQ Registrar or Intake Committee for the purpose of providing/gathering feedback to/from the Reporting Persons.
• Support data analysis on COC reports and support SMT meetings on updates of investigations where required.

Investigations

• Conducting internal investigations as investigator under the monitoring of the relevant Authorizing officer (AO).
• Producing high quality reports on investigation (closure or investigation reports), and, if/when relevant, advisory reports on gaps, risks and issues identified during investigation.
• Monitoring of investigations on behalf of HQ Team as Additional AO (AAO) and reporting to the HQ Team. It includes assigning investigations to investigators in country if need be.

Safeguarding and Code of Conduct Focal Point

• Planning, delivering and supporting the dissemination of PSEAH trainings and CoCRM awareness sessions to Sudan CO staff, management, implementing partners’ Workforce and persons of concern.
• Supporting investigators and authorizing officers in the frame of SEAH investigations by mapping relevant and available services, approaching Survivors, identifying their needs (with the Survivors themselves) and referring them to the appropriate service provider within or outside DRC.

Collaborating and coordinating with the relevant programme and MEAL teams in order to ensure that accountability towards the affected population is upheld at Sudan CO

• Advising the relevant management regarding the contract with implementing partners regarding ethics requirements (vetting). 
• Representing and participating in relevant working groups, clusters or inter-agency networks within the limits permitted by DRC’s applicable policies

SKILLS AND EXPERIENCES

• Demonstrate experience with code of conduct or similar in a large or local organization, influencing senior-level management and key stakeholders effectively across the organization and within complex contexts.
• Demonstrate experience with conducting and/or monitoring internal investigations

EDUCATIONAL QUALIFICATIONS: (include certificates, licenses etc.)

• Degree in social science, human resources law, criminal law, human rights, gender or gender-based violence, international affairs.
• CHS PSEAH Investigation or other investigation certificates are considered a plus.
• English- fluent
• Arabic

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national employees.
