ABOUT DRC SUDAN

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

The Economic Recovery Officer is responsible for the effective planning, implementation, and supervision of livelihoods and economic recovery interventions for conflict-affected and displaced populations. The officer leads the delivery of key programme components, including cash-for-work (CfW), vocational training (TVET), entrepreneurship development, MSME support, and financial inclusion initiatives. The role ensures that activities are technically sound, context-appropriate, and aligned with programme objectives to improve employment opportunities, income generation, and economic resilience among youth and vulnerable communities. The Economic Recovery Officer has a base focus and ensures compliance with DRC procedures and guidelines at the base level. The role contributes to developing base strategies, which are translated into action plans and day-to-day tasks. In addition, the Economic Recovery Officer is responsible for the following:

• Provides administrative or technical support with the implementation of emergency activities in the area as well as other programs, where needed and relevant.
• Ensure the quality of the planning, implementation and follow-up of all technical aspects of emergency activities being implemented by DRC emergency team and other programs, where needed and relevant.
• Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.

DUTIES & RESPONSIBILITIES

Programming & Operations

• Support in the implementation of Economic Recovery Programmes, including CVA, IGAs, MSME support, Vocational Training, Agricultural or Livestock interventions, and Financial Inclusion (VSLA/Savings Groups).
• Conduct market and community needs assessments to identify viable livelihood opportunities, market systems, and potential value chains.
• Oversee field-level implementation, ensuring timely delivery, quality, and adherence to project work plans.
• Facilitate transparent beneficiary selection processes in coordination with local leaders and ensure inclusion of women, youth, and persons with disabilities.
• Support the design and delivery of business development and financial literacy training to enhance entrepreneurship and household income.
• Coordinate the provision of materials, tools, and payments for cash-based and grant-supported activities.
• Ensure efficient and effective program implementation while following the budget and work plan.
• Lead on the implementation of basic tasks within the sector area, including beneficiary identification, distribution of relief assistance (either cash or in-kind), needs assessments and other sector-specific evaluations.
• Responsible for administrative tasks, including preparation of PRs, POs, service contracts, financial reconciliation and tracking of outputs.
• Ensure compliance to DRC and donor requirements and procedures at all times during implementation.
• Support the teams in conducting assessments and carrying out monitoring and evaluation exercises.

Coordination, representation and Project development

• Collaborate with relevant internal and external technical experts on sector-relevant issues, including coordination with other program departments and support services to facilitate efficient and effective program implementation.
• Represent DRC at meetings and other relevant technical coordination meetings.
• Ensure integration with other DRC sectors.
• With the support of the Economic Recovery Team Leader, develop activity plans, including assessment and distribution plans.
• Support with tracking of outputs and with internal/external reporting.

Logistics/Finance

• Plan and coordinate logistics and movements of staff proactively from and to different operational areas
• Initiate procurements and ensure their execution
• Ensure distribution plans are prepared and shared with all relevant departments in a timely manner
• Ensure accurate financial and stock reconciliations after cash or in-kind distributions
• Support MEAL team with timely data reconciliation of assistance delivered against planned targets.
• Ensure that all needed beneficiary information is accurately collected and reported through established mechanisms.

SKILLS AND EXPERIENCES

• Minimum 3–4 years of experience in:
  • Livelihoods / economic recovery programming.
  • NGO or humanitarian sector.
• Proven experience in:
  • Cash-for-Work or cash-based interventions.
  • MSME/entrepreneurship support Programmes.
  • Market systems or value chain approaches
• Experience in conflict or displacement settings is strongly preferred.

EDUCATIONAL QUALIFICATIONS

Bachelor’s degree in:

• Economics.
• Business Administration.
• Development Studies.
• Agriculture, Livelihoods, or related field.

LANGUAGES

• Arabic – fluent
• English – basic

• Salary Range Starting from (p.m.): USD 1225.00
• Duty station: Gedaref.
• Start date: As soon as possible

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national employees.
