Overall Purpose of the Role

The HMA Specialist – EORE is responsible for the planning, coordination, implementation, quality assurance, and monitoring of Explosive Ordnance Risk Education (EORE) activities under DRC’s Humanitarian Mine Action Programme.

The position will provide technical guidance, mentoring, quality assurance, and capacity-building support to DRC and partner EORE teams to ensure that activities are delivered effectively and in accordance with the International Mine Action Standards (IMAS), South Sudan National Technical Standards and Guidelines (NTSGs), DRC Standard Operating Procedures (SOPs), and relevant donor requirements.

The role will also contribute to coordination with national authorities, local authorities, communities, partners, and other mine action actors to ensure effective, safe, and well-coordinated EORE programming.

Key Responsibilities

Technical Oversight and Programme Implementation

• Initiate, plan, and coordinate EORE activities in targeted communities in consultation with the HDP Manager/TFM/OM and relevant programme teams.
• Develop weekly, monthly, and quarterly EORE work plans in consultation with EORE teams and relevant programme staff.
• Prepare timely and accurate weekly, monthly, and quarterly reports on EORE activities and progress.
• Support the HDP Manager/TFM/OM in the development of concept notes, proposals, budgets, and other programme documents.
• Conduct needs assessments, baseline surveys, and relevant field-level data collection to inform EORE programming.
• Provide technical guidance and support to EORE teams to ensure activities are implemented safely, effectively, and in accordance with approved SOPs and applicable standards.
• Conduct regular quality assurance visits and assessments of EORE activities and provide recommendations for improvement.
• Maintain accurate monthly records of EORE team activities, outputs, and progress.
• Ensure EORE teams have the necessary materials, equipment, and IEC resources required to implement planned activities effectively.
• Conduct induction, refresher, and capacity-building training for EORE operators/facilitators and relevant stakeholders.
• Support the development, review, and updating of EORE SOPs, training packages, IEC materials, and quality management tools.
• Provide technical advice, mentoring, and recommendations to local partners to strengthen operational quality and compliance with DRC, IMAS, and relevant national standards.
• Support procurement planning and the design, production, and distribution of appropriate EORE information, education, and communication (IEC) materials.
• Assist with budget preparation, expenditure planning, and monitoring of EORE activities as required.
• Maintain effective coordination and communication with other mine action interventions, including survey, marking, clearance, EOD, and Community Liaison activities.
• Promote appropriate integration and coordination between EORE, NTS, BAC, EOD, Community Liaison, and other relevant DRC programme sectors.
• Ensure timely identification and escalation of operational, technical, safeguarding, and security concerns to the relevant management structures.

Coordination and Stakeholder Engagement

• Coordinate EORE activities with national authorities, local authorities, partners, and other relevant stakeholders.
• Liaise with stakeholders, partners, and volunteers to support the planning and delivery of Training of Trainers (ToT) activities as required.
• Maintain effective communication and coordination between EORE teams and other DRC departments.
• Coordinate movements and personnel deployment in collaboration with relevant programme and operations teams.
• Maintain constructive working relationships with local authorities, community leaders, schools, and other relevant representatives.
• Conduct community liaison with schools, communities, local organisations, and other relevant stakeholders to facilitate effective EORE delivery.
• Promote coordination and information sharing with other mine action organisations operating in the area to strengthen complementarity, avoid duplication, and support effective referral and follow-up mechanisms.
• Maintain regular communication with partner organisations and communities to facilitate the effective implementation of DRC activities.

Requirements

Education

• University degree or equivalent relevant qualification.
• Recognised EORE qualification/certificate.

Experience and Technical Competencies

• Minimum 3 years of relevant professional experience coordinating, supervising, or implementing EORE or Humanitarian Mine Action activities.
• Demonstrated technical knowledge and practical experience in EORE programming.
• Good knowledge and understanding of IMAS and South Sudan National Technical Standards and Guidelines (NTSGs).
• Demonstrated experience working with national partners, local authorities, and community structures.
• Strong report-writing, documentation, and data-management skills.
• Proficiency in Microsoft Office applications and relevant technical tools, including GPS, Basecamp, or equivalent systems.
• Strong coordination, communication, planning, and organisational skills.
• Excellent attention to detail and demonstrated ability to manage multiple priorities effectively.
• Good understanding of the South Sudan context, including cultural dynamics, operational environments, security considerations, and geographical context.
• Ability and willingness to work in remote, insecure, and challenging operational environments.
• A valid driving licence is desirable.
• Fluency in written and spoken English is mandatory.
