DRC Syria

DRC has been operating in Syria since 2008, initially responding to the Iraqi refugee crisis before pivoting to a full-scale response to the Syria crisis from 2011 onwards. Our work encompasses the full cycle of displacement—responding to life-saving humanitarian needs and supporting community recovery until durable solutions can be achieved. DRC Syria takes an area-based approach to supporting internally displaced persons (IDPs), returnees, and host communities across our key sectors: Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding (including Humanitarian Mine Action).

With an established rapid response mechanism, DRC can rapidly respond to emerging crises and shocks to meet acute emergency needs. Recognizing the significant need for early recovery and resilience programming to ensure dignified, sustainable, and cost-effective solutions for fragile communities, DRC’s programmes foster resilience for individuals and communities in situations of protracted displacement and during the initial stages of post-conflict recovery, towards a durable solution of their choice. With active portfolios in the neighboring countries of Jordan, Lebanon, Türkiye and Iraq, DRC offers a cross-border, regional response to the Syria crisis, through cross-border protection monitoring, advocacy, and trends analysis.

About the job

The Protection Monitoring Assistant will be under the supervision of the Protection Monitoring (ProMo) specialist / Officer and line-management of the Protection Team Leader (TL), and is responsible for supporting the timely identification of urgent protection risks and issues affecting target communities as per the Protection Analytical Framework (PAF), and effective implementation of protection monitoring activities in Rural Damascus.

Duties and Responsibilities:

Protection Monitoring:

• Undertake field monitoring missions to the identified locations and collect protection information as per the Protection Analytical Framework (PAF) on a regular basis.
• Under the supervision of the ProMo Officer, facilitate key informant interviews, household interviews and focus group discussions with Internally Displaced Persons (IDPs), refugees, returnees, migrants, and host community members.
• Ensure the data is collected according do DRC ProMo SOPs and in line with Protection Information Management (PIM) and protection principles, observing data protection SOPs.
• Directly upload protection data into mobile devices through KoBo app to produce clear protection-focused reports and follow-up on identified protection-related issues.
• Maintain up to date and in-depth understanding of community dynamics in the monitored locations.
• During ProMo activities, identify protection needs/risks affecting individuals, households and groups, and conduct internal and external referrals to appropriate service providers in line with Inter Agency Minimum Standards and DRC Safe Referrals SOPs.
• Collect information to regularly update service mapping and referral pathways, in collaboration with the ProMo officer and the protection Team Leader.
• Contribute to testing, data cleaning, and regular debriefing with the ProMo Officer and Protection Team Leader.
• Under the supervision and guidance of the ProMo Officer, conduct Rapid Protection Assessment following community alerts and in coordination with the sub-national protection sector coordination.
• Provide psychological first aid to individuals in distress and facing protection risks.

Planning and reporting:

• Support the ProMo Officer and Protection Team Leader with drafting and updating regular PIM reports including utilizing digital data collection systems.
• Support the ProMo Officer with the preparation and submission of weekly and monthly work plans in a timely manner.
• Participate in weekly meetings with team to address any issues and set team plans.
• Collaborate with the MEAL teams in carrying out monitoring, evaluation, and feedback activities within the target locations.

Coordination and representation:

• Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers to ensure active coordination, collaboration, and information dissemination.
• Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy.

Other

• Any other duties relating to the nature of the job as directed by the ProMo Officer or Protection Team Leader.
• Maintain positive work relationship within the team, and promote team-building efforts in coordination with the Protection Team Leader.
• Must adhere to DRC’s mission, values, code of conduct including respect for the principles of neutrality, do no harm and non-discrimination.
• Must treat all partners and beneficiaries with dignity and respect.
• Participate actively in training when provided, including on PIM, the digital system, and other relevant topics.
• Conduct duties in accordance DRC Code of Conduct, Safeguarding policies and DRC Syria Safety procedures.
  

Experience and Technical Competencies:

• At least 2 years of experience in protection services, protection monitoring, data collection or relevant humanitarian action.
• Knowledge of protection information management (PIM), Kobo Toolbox, data collection methodologies, referral pathways and service mapping.
• Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times.
• Good written and oral communication skills, effective in representation and liaison with external parties.
• Ability to organize work, meet deadlines, work independently and prioritize work under pressure.
• Ability to coordinate multiple tasks and maintain attention to detail.
• Good interpersonal and problem-solving skills, creativity and flexibility.
• Willing to collaborate with and support people from diverse backgrounds including different ethnic groups and religions.
• Demonstrated interest in humanitarian work and supporting people effected by conflict.

Education:

• Bachelor/Degree in Social work, Human Rights, Counseling, Psychology, or closely related field.

Languages:

• Arabic - Fluent, reading and writing
• Working knowledge of English
