Protection Team Leader - PM and CBP

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.

POSITION PROFILE

The Protection Team Leader (Protection Monitoring and Community-based Protection) will primarily ensure quality implementation of all protection monitoring (PM) and community-based protection (CBP) activities within DRC Cox’s Bazar protection programme. He/she is responsible for supervising the PM and CBP teams. Together with the Protection Project Manager and Protection Coordinator, the selected candidate will provide technical guidance and training on protection monitoring, protection analysis, CBP, community engagement, and other relevant protection topics.

He/she will be responsible for ensuring that the programming meets IASC, DRC Global and DRC Bangladesh standards. He/she will manage officers and assistants.

DUTIES & RESPONSIBILITIES

Supervision, Coaching and Capacity Building

• Direct supervision of all CBP and PM activities to ensure technical quality, adherence with SoPs and activity guidance while promoting team wellbeing.
• Support and training PM team to collect, analyze and report information on human rights and protection concerns in adherence to DRC’s protection monitoring SoPs;
• Support CBP teams with the community committees for training, mentoring and feedback alongside situation specific technical feedback.
• Proactively identify gaps and capacity needs of direct reports, assist in the tracking of capacity needs and achievements for each team member, contribute to arrangement of trainings, purposively select participants for external trainings, and ensure replication based on team technical priorities.
• Deliver internal and external training based on technical training received and prioritized in collaboration with the Protection Project Manager and Protection Coordinator.
• Facilitate referrals to other humanitarian actors or service providers.
• Collaborate with other Protection Team Leaders and agencies to share information across programming for integration.

Project Development and Implementation

• Lead on the implementation of activities within technical scope of CBP and PM.
• Be accountable for the operational execution of DRC CBP Guidelines, DRC Protection Monitoring Guidelines, Protection Prevention Programming guidance, and Consortium, Global Protection and DRC Bangladesh SoPs such as by setting prioritization for field teams in their planning, reflecting back to technical coordination on where guidance needs specification or adaptation.
• Ensure quality and timely implementation throughout the duration of the project, delivering on project goals and targets while following project workplans and directions set by the Protection Manager.
• Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
• Proactively plan and coordinate logistics and movements of staff from and to different operational areas.
• Initiate procurements and ensure their execution.
• Complete weekly reporting on activities, and supporting drafting weekly report, monthly protection reports, quarterly protection bulletins, and ad-hoc reports.
• Supervise team, complete, well-being development and leave trackers, and other DRC tools.
• Foster and maintain excellent working relationships with all stakeholders and participate in daily coordination with humanitarian and other local and international actors and protection sectors.
• Work closely with other DRC staff, particularly GBV, to ensure synergy across programmes and to mainstream protection across DRC interventions.
• Support in recruitment and do performance evaluations of direct reports.

IM, MEAL Sector and Donor Reporting:

• Ensure proper documentation and secure storage of protection data collected in hard and soft copies.
• Maintain the data and tools through supervising the field team on data entry and updating tools.
• Generate regular reports for information management, MEAL and subsector reporting purposes.
• Provide inputs / feedback for donor reports and CBP / PM sections for proposals with the Protection Project Manager.
• Prepare additional reports as requested by or agreed on with the Protection Project Manager based on needs.
• Demonstrate proficiency in Excel, Activity Info, and PowerBi through leveraging these tools to enhance data analysis and reporting capabilities.
• Ensure the compliance of information systems and process with the applicable standards such as the Protection Information Management (PIM) standards and principles and DRC’s internal guidelines.

Coordination and Representation

• Collaborate on the Protection sector strategy and implementation of ongoing protection risk analysis and technical quality improvement per the prioritization of the Protection Project Manager and Protection Coordinator.
• Represent DRC at relevant technical and cross cutting coordination meetings.
• Initiate and follow up bilateral relationships with key stakeholders for programme implementation.
• Ensure collaboration with other DRC sectors and support integration per prioritization set by the Protection Project Manager.

Safety

• Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near- misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.
• Additional responsibilities include ensuring team members’ safety while they perform duties on behalf of the organization. As a manager, position holder needs to be proactive, take highest level of precautions at their disposal for safety and seek support from the safety team or even senior management team if deemed necessary .  

SKILLS AND EXPERIENCES

• Previous experience working with vulnerable communities or refugees in a similar context.
• Minimum three years of protection or human rights work experience with a minimum of two years’ experience in General Protection.
• Direct Protection implementation experience including group facilitation and protection analysis.
• Experience in Cox’s Bazar humanitarian response with an international NGO or UN active in the Protection Sector, GBV sub sector and/or Child Protection Sub Sector is required. Experience in closely related academic, journalistic or developmental work may be considered.
• Experience in protection interventions including in technical supervision capacity.
• Experience in Protection sensitive representation for an organization on cross cutting issues.
• Good communication and capacity-building skills.
• Computer skills (Microsoft Office Suite, Kobo, Activity Info, Power BI).
• Good organizational and management skills.

EDUCATIONAL QUALIFICATIONS

• University education in Psychology, Social Work, Sociology and Linguistics, Anthropology, Conflict Resolution, Gender Studies, Law, or related field. Masters preferred.
• In cases of candidates with substantial work experience in similar profiles, an educational background that develops planning and organization.

LANGUAGES

• English – (Fluent in writing and speaking)
• Bengali – (Fluent in writing and speaking)
• Chittagonian (sufficient proficiency for communication with Rohingya speakers).
