Community Mobilizer - legal information and awareness (2 positions)

DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The Community Mobilizer for legal information and awareness, refers to a person within the community, who is not a qualified or licensed lawyer, but one who has been equipped with specific legal knowledge to empower and assist their communities to understand, access, and use the law to exercise their rights with the overall aim to improve their social and economic wellbeing. While volunteering with DRC Danish Refugee Council, the community mobilizer will be linked to DRC’s existing legal aid structure and receive training, supervision and support from DRC legal staff and other protection staff.

Responsibilities:

• Attend capacity building training as requested by DRC
• Conduct individual and group information and awareness raising sessions on selected and tailored legal issues among the community members:
  • Making communities aware of their rights and sharing information about justice structures and raising awareness on how to access those systems. Legal awareness must focus on legal issues that have been prioritized by DRC (following consultations with community members) and on which the community mobilizers are trained by DRC.
  • If a need for further legal service, including counselling, legal assistance or representation is identified during the outreach and/or awareness session, the case should be referred to DRC legal staff.
• Ensure referral pathways at community level in accordance with DRC procedures:
  • As part of information and awareness raising, the community mobilizer can make use of DRC service mapping to refer to DRC legal aid services, partners or other service providers.
  • Disseminate updated Service mapping and referral pathways at community level
  • Share protection concerns and safely identify/disclosure and refer individuals facing protection risks (CP, GBV and GP) and share it with the relevant DRC staff for their follow up.

• The community mobilizer may also be asked to distribute DRC service leaflets.
• Disseminate Complaint Feedback Mechanism/ PSEA hotline during outreach and/or awareness sessions.

• Ensure regular reporting of the activities conducted:
  • The community mobilizers are responsible to report on weekly/monthly basis to DRC relevant staff.
  • The community mobilizers should coordinate with the legal officer to arrange an agreed upon schedule and tasks planned on a weekly basis.

• Establish and maintain good relations with targeted community members.
• Conduct Outreach activities to the community to arrange for the information and awareness sessions.

About you

• Be at least 20 years old and have a good reputation in the community. 
• A university degree in law is preferred
• Bachelor’s degree in a related field
• Be able to speak, read, and write the official language (Arabic).
• Have good social contact with the community. 
• Be an active person with a personal interest and willingness to work in the legal field. 
• Good knowledge of the area and overall context
• Committed to DRC’s mission, vision and values, and adhere to DRC Code of Conduct and principles as listed below
• Where possible, be representative of women, Persons with Disabilities, and other marginalized and discriminated persons within the community
• Adhere to DRC code of Conduct and Prevention from Sexual exploitation and abuse.
• High school diploma or equivalent required
• Previous experience with an humanitarian organization preferred
• Minimum experience, at least 1 year
• Good communication skills
• Good understanding for protection and child protection principles;
• Good team spirit and communication skills
• Able to work under pressure
• Good facilitation and sensitization skills;
• Understand psychological first aid and ready to support upon need

• Community mobilizers are not considered DRC staff and will work on voluntary basis
