Shelter and Settlement Team Leader

Overall purpose of the role :

The Shelter and Settlement Team Leader is responsible for the overall coordination, planning, implementation, supervision, and quality assurance of Shelter and Settlement activities in Rakhine State. The position ensures that shelter interventions are delivered according to DRC standards, donor requirements, SPHERE standards, and technical best practices through both in-kind and cash assistance modalities.

The Team Leader provides technical and operational leadership to Shelter Officers and field teams, supervises project implementation, manages partner relationships, supports budget monitoring, contributes to project design and strategy development, and ensures timely reporting and accountability. The role also serves as DRC's technical focal point for shelter programming at field level and promotes integrated approaches with other sectors including CCCM, Protection, WASH, and Economic Recovery.

Responsibilities:

• Lead implementation of shelter and settlement project activities in accordance with project objectives, work plans, budgets, donor requirements, and DRC procedures.
• Coordinate technical assessments for shelter construction, reconstruction, rehabilitation, repair, settlement planning, and related infrastructure works.
• Ensure quality implementation of shelter assistance through both in-kind and cash-based modalities, including cash-for-repair, self-recovery, conditional cash assistance, and shelter kit distributions.
• Review and approve technical designs, drawings, Bills of Quantities (BoQs), specifications, and construction methodologies.
• Conduct regular field monitoring visits and provide technical supervision to ensure quality standards are maintained.
• Support identification of beneficiary needs and prioritize vulnerable households through participatory and community-based approaches.
• Ensure shelter activities are integrated and coordinated with Protection, CCCM, WASH, and Economic Recovery sectors.
• Lead the development and delivery of shelter-related awareness sessions, technical training, and community engagement activities.
• Ensure all shelter activities comply with DRC Shelter and Settlement SOPs, SPHERE standards, and national regulations.
• Support technical innovation, pilot initiatives, and evidence-based programming to improve shelter responses.
• Oversee implementation of shelter cash programming activities, including cash-for-repair, self-rehabilitation, and conditional cash assistance.
• Ensure beneficiary verification, technical eligibility assessments, and compliance monitoring for cash interventions.
• Supervise shelter kit, NFI, and WASH-related distributions and ensure proper documentation and accountability.
• Monitor construction and rehabilitation activities completed through cash assistance mechanisms.
• Ensure proper tracking and reporting of cash and in-kind assistance activities.
• Provide day-to-day technical support and guidance to implementing partners.
• Strengthen partner capacity through coaching, mentoring, training, and field-based support.
• Conduct technical trainings on shelter construction, carpentry, shelter in emergencies, monitoring, assessment methodologies, and quality assurance.
• Build the capacity of officers, assistants, incentive workers, volunteers, community groups, CSOs, and CBOs.
• Ensure knowledge sharing and continuous learning across project teams and partners.
• Involvement in the project design for proposal , strategy .
• Provide direct supervision and technical leadership to Shelter Officers and Assistants.
• Develop and monitor daily, weekly, and monthly work plans for all shelter field staff.
• Conduct regular performance management, coaching, and capacity building of supervised staff.
• Ensure staff objectives and performance reviews are completed in accordance with DRC policies.
• Manage leave planning and workload distribution among teams.
• Involvement in the project design for proposal , strategy .
• Initiate procurements and ensure the standard specification.
• Provide technical input to construction contracts and bid/Tender process.
• Conduct technical field assessments for shelter construction, reconstruction, repair, rehabilitation, and other relevant infrastructure works.
• Support both in-kind and cash-based shelter interventions, including cash-for-repair and self-rehabilitation approaches.
• Lead technical related training of basic carpentry, shelter in emergencies, monitoring and assessment.
• Facilitate shelter cash programming activities, including cash-for-repair, self recovery, and conditional cash assistance interventions.
• Provide technical input for Purchase Requisitions (PRs) in line with DRC policies and procedures.
• Maintain systematic filing and database management for shelter and cash activities.
• Organize and supervise shelter kits / WASH distributions and ensure proper documentation and reporting.
• Supervise contractors, skilled laborers, and incentive workers to ensure quality and timely implementation.
• Provide technical guidance and on-the-job training to assistants, incentive workers, and community volunteers.
• Support shelter kit distribution and ensure proper beneficiary verification, documentation, and handover.
• Facilitate carpentry and other technical training for beneficiaries to strengthen self-repair and maintenance capacity.
• Coordinate with Camp Management Committees (CMCs), Village Administrators, and beneficiaries to ensure accountability, community engagement, and quality outputs.
• Provide technical support to implementing partners and contribute to joint monitoring, assessments, and capacity development.
• Report daily/weekly on the progress of shelter, rehabilitation, WASH and cash activities.
• Liaise and cooperate with local authorities and other humanitarian organizations as needed.
• Act as DRC’s technical focal point at field level for shelter and settlement interventions.
• Perform other tasks as assigned by the Shelter and Settlement Manager.
• Provide day-to-day support and technical guidance to implementing partners on shelter programming activities.
• Contribute to capacity building of partner staff through coaching, mentoring training, and field-based support.
• Represent DRC as field level during community meeting and coordination activities as delegated.
• Develop and monitor daily /weekly workplans for IWs and field teams to ensure timely implementation of project activities.
• Maintain accurate project records, beneficiary databases, distribution records and activity documentation.
• Perform any other duties assigned by the line manger ( Shelter team leader/ Shelter Manager).

Required experience and technical competencies

• Bachelor’s degree or equivalent qualification in Engineering, Social Sciences, Community Development, other relevant fields.
• Minimum 3 years of hands-on experience in shelter/infrastructure/community construction, repair and community – based programming, humanitarian response, or related field.
• Experience in cash-based interventions, such as cash-for-repair or conditional cash assistance.
• Demonstrated experience in supervising construction activities, including those implemented through contractors, direct labor, and community-led processes.
• Knowledge and use of engineering software (AutoCAD/ SketchUp) and Microsoft Office.
• Proficiency in the technical assessments, BoQ preparation, and kit distribution.
• Skilled in community engagement, negotiation, and capacity building.
• Flexible and able to travel frequently by road and boat.
• Familiarity with local construction practices, materials, and the Rakhine context.
• Strong organization and effective communication skills.
• Full professional proficiency in English

Condition

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G3-management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
