DRC implements Protection monitoring, Child Protection and GBV prevention and response programmes in its areas of operation to address protection issues faced by displaced and non-displaced at-risk groups and individuals. The programme also aims to identify and build synergies with DRC´s Economic Recovery sector to facilitate durable solutions and Humanitarian Disarmament & Peace Building activities to enhance to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations.

Overall purpose of the role: 
The MEAL Assistant will be responsible for conducting Monitoring & Evaluation activities as per the work plan. This role has program focus and ensures compliance with DRC MEAL procedures and guidelines within the program locations. The role contributes to program quality assurance and data management, which are translated into action plans and day-to-day tasks. The role provides MEAL technical support and/or guidance to field operations. The role will be responsible for ensuring effective MEAL systems and tools are in place, and are adopted by field teams, partners and other implementing agencies. The incumbent will work closely with MEAL Officer, all the DRC program staff, & staff from partner agencies

Duties & Responsibilities :

Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:

• Responsible for all projects database. She/he will work closely with the MEAL officer in updating regularly the database according to the project requirements.
• In collaboration with the MEAL Officer make recommendations about the methods the projects should use to collect, analyze and manage data to improve data quality and the efficiency of data systems.
• Support MEAL Officer in all MEAL requirements including capacity building, assessments, and reporting.
• Manage the Gender Based Violence Information Management System (GBVIMS) by ensuring accurate data entry into the incident recorder, clean up, storage and system maintenance including troubleshooting.
• Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain existing database system records
• She/he will support MEAL Officer in ensuring timely sharing of GBVIMS line data on a monthly basis to the Protection TL and UNHCR focal point for consolidation.
• Ensure that all program data (GBV survivors’ data, and persons reached in various activities) is AGD (Age, Gender and Diversity) disaggregated, is entered into the GBVIMS/beneficiary database and safely stored.
• Support in conducting assessments and community visits as needed, facilitate focus groups and other qualitative data collection exercises.
• Conduct all field data collection through mobile data collection for quantitative data and paper forms for qualitative data. - ensure tablets and phones to be used for assessments are charged before commencement of assessment exercises. 
• Assist the MEAL officer in conducting data analysis and providing inputs, information and statistics for monthly, quarterly, annual and other reports for all projects to the supervisor.

Design and Implementation of Monitoring, Evaluation, Accountability & Learning Plans :

• Participate in the baseline, mid-term and end of term evaluations of program activities
• In close liaison with the MEAL Officer, support in short-term M&E evaluators, consultants and experts as required.
• Under the direction of the MEAL Officer, support research and study activities on M&E related issues.
• Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities
• Manage Feedback Complaints and Response Mechanism (FCRM) and the Kakuma Toll-free line to track the complains and feedback received and ensure a timely and appropriate follow-up or referral if needed.

Report Writing & Documentation:

• Assist in ensuring the Indicator Performance Tracking Tool (IPTT) is updated monthly for all projects by the project team.
• Assist in compiling, reviewing and submitting weekly and monthly program reports to the MEAL officer.
• Assist in the preparation of the sector’s operation plans/work plans & reviews.
• Assist in maintaining a clear and transparent filing system. 

Communication, Visibility and Information Sharing (20%):

• In close liaison with the Communication Officer, support documentation and visibility of project activities through success stories, photographs, field updates, and other communication materials.
• Assist in photo taking, review, organization, and archiving of visibility content in line with organizational standards and consent protocols.
• Support the development and dissemination of communication and visibility materials including presentations, infographics, briefs, banners, and key community information for internal and external audiences.
• Undertake any other duties and responsibilities as assigned by the supervisor

Experience and Technical Competence 

• Minimum of 2 years of work experience within the field of Monitoring and Evaluation.
• Experience in working with data analysis software (SPSS, STATA and Excel)
• Working knowledge of data Visualization tool preferably PowerBI.
• Good skills in designing data collection tools using digital platform e.g. KoboCollect.
• Experience in conducting surveys (Baseline, Midline, Endline, Outcome Harvesting, Beneficiary Feedback Surveys, Needs Assessments etc.)
• Basic understanding of Core Humanitarian Standards (CHS)
• Experience with capacity building of staff in M&E processes. 
• Excellent knowledge of MS Office Word, Excel Power Point.
• Excellent analytical and report writing skills (English).
• Time management and organizational skills.
• Knowledge and experience in communication, visibility, photography, or design of information materials will be an added advantage.
• Previous work experience in hardship areas or emergency setting.

Education and qualifications

• A Bachelor’s Degree in Statistics/Information management Sciences and a background in Monitoring and Evaluation.
• Fluency in written and spoken English is essential

Conditions  

• Contract: One-year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment.

• Duty station: DRC Kakuma Office, Kakuma refugee camp
