We are looking for a Senior Railway Systems and MEP Engineer – Shadow Operator (Metro Project) Position Overview We are seeking a highly experienced Senior Railway Systems Engineer to support a Metro Shadow Operator Project. The successful candidate will provide independent technical oversight, operational readiness assessment, system performance evaluation, and operational and maintenance assurance across all railway systems disciplines. The role requires a seasoned railway professional with extensive experience in metro operations, maintenance, MEP and systems integration, particularly within fully automated (GoA4) railway environments. The candidate will act as a Subject Matter Expert, supporting the client in monitoring, assessing, and validating the performance of the Operator and Maintainer throughout the project lifecycle, ensuring compliance with contractual obligations, international best practices, safety requirements, and operational performance standards. Key Responsibilities Technical Oversight and Assurance • • • • • Provide independent technical oversight of all railway systems associated with the metro operation. Review the design against contractual requirements, operational and maintainability objectives, Monitor system reliability, availability, maintainability, and safety (RAMS) performance across all railway subsystems. Evaluate operational readiness and maintenance preparedness throughout project phases. Identify technical, operational, and maintenance risks and provide recommendations for mitigation. Railway Systems and MEP Engineering • Assess and review the design and integration of railway systems from an O&M perspective including: o o o o o o o o o Signalling and Train Control Systems (CBTC) Communications Systems Rolling Stock Power Supply Systems Platform Screen Doors Automatic Fare Collection Systems Depot Systems SCADA and Control Centre Systems Track and Infrastructure Interfaces • • Review system modifications, upgrades, maintenance strategies, and asset management plans. Support system performance investigations and root cause analyses. Operations and Maintenance Support • Evaluate operational procedures, maintenance regimes, staffing models, and competency management systems. • • Review operational performance metrics and maintenance effectiveness. Assess compliance with safety management systems, operational rules, and maintenance standards. • Support the development and implementation of continuous improvement initiatives. GoA4 and Automated Metro Expertise • • Provide specialist expertise in fully automated metro operations (GoA4). Review and assess operational and maintenance strategies associated with unattended train operation (UTO) environments. • • Evaluate accessibility and maintainability of GoA4 technologies and supporting infrastructure. Advise on best practices relating to automated metro operations and maintenance. Reporting and Stakeholder Engagement • • • • Prepare technical reports, assessments, audit findings, and recommendations for senior management. Participate in technical meetings, workshops, audits, inspections, and stakeholder reviews. Present findings and recommendations to executive-level stakeholders and client representatives. Liaise effectively with operators, maintainers, authorities, contractors, and project Engineer. Candidate Requirements Professional Experience • • • • Minimum 20 years of experience in railway systems engineering within metro, urban rail, or heavy rail environments. Minimum 10 years of direct experience in railway operations and maintenance disciplines. Demonstrated experience in operational readiness, system assurance, performance monitoring, or shadow operator assignments. Proven experience working with railway operators, maintainers, infrastructure managers, or transport authorities. Technical Expertise • • Extensive knowledge of railway systems integration and interfaces. Strong understanding of railway operations, maintenance management, asset management, and system performance monitoring. • • • Significant experience with Grade of Automation 4 (GoA4) metro systems and unattended train operation environments. Experience with Chinese railway technologies, suppliers, and GoA4 product implementations is highly desirable. Alternatively, extensive international experience across major metro systems and automated railway networks will be considered. Qualifications • • • Bachelor's Degree or higher in Railway Engineering, Systems Engineering, Electrical Engineering, Electronic Engineering, Mechanical Engineering, or a related discipline. Professional engineering registration (Chartered Engineer, Professional Engineer, or equivalent) is preferred. Additional qualifications in railway operations, maintenance, systems assurance, RAMS are advantageous. Regional and International Experience • Previous experience on major metro or railway projects in Asia and Middle East is strongly preferred. • • Candidates currently based in the Middle East are highly desirable. Experience working in multicultural and international project environments is essential. Communication Skills • • Excellent written and verbal communication skills in English are mandatory. Ability to prepare high-quality technical reports and present complex technical information clearly to senior stakeholders. • Arabic language proficiency is considered a significant advantage.
