The Position:
The Supply Chain Services & Relations Analyst position is located in the Third-Party Procurement Services (TPP) Team externally known as Supply Chain Solutions Team within Pillar 1 – Resilience and Capacity Development in the UNFPA Supply Chain Management Unit (SCMU). The position reports directly to the Supply Chain Solutions Manager who leads the team providing supply chain management services to external partners. The Supply Chain Services & Relations Analyst will work closely with other SCMU colleagues, Programme Division, the Humanitarian Response Division, other HQ Business Units, the Regional Offices and the Country Offices and with a number of external partners.
The position plays an operational role for SCMU's TPP services, supporting the overall TPP team goal to partner with governments, International Financial Institutions, UN System and NGOs to unlock access to supplies and services more effectively by leveraging UNFPA’s procurement scale and expertise and facilitate the optimizing of domestic resources and donor funds for maximum effectiveness.

UNFPA occupies a unique position in the sexual and reproductive health commodity ecosystem as a critical player in supply chain management, a leading public procurer of sexual and reproductive health commodities, a trusted partner to national governments, and one of the few organizations with the scale and partnerships necessary to build accountability for last mile delivery.
The UNFPA Supply Chain Management Unit (SCMU) is self-funded and was made operational in January 2022. It is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.
Job Purpose:
As Supply Chain Services and Relations Analyst, you will support the Supply Chain Solutions Manager to deliver professional, technical, operational and administrative procurement services on behalf of external organizations for them to leverage UNFPA’s expertise and volumes. You will be managing a team of Supply Chain Services Associates.
Main Task and Responsibilities
You will be responsible to support the Supply Chain Solutions Manager with:
Procurement and Supply Chain Management Support the Manager in coordinating the team responsible for delivering supply chain services to external partner entities in accordance with Financial Rules and Regulations and procurement policies, ensuring that the procurement process is in order from the initial procurement request until payments are made to vendors and goods are successfully delivered. Support implementation of the Supply Chain Solutions strategy through operational inputs and feedback loops to the Manager. Facilitate the identification and resolution of operational issues related to procurement services provided to external partners and implement practical, risk-mitigating solutions and guide the team in resolving complex operational challenges. Prepare operational reports and participate in business review meetings. Identify global and regional trends, opportunities, threats, and risks in Supply Chain that may have an impact on the deliverables to UNFPA external partners, identifying supply chain services that may be required for the external partners health systems strengthening. Collaborate on operational and financial matters across SCMU and with relevant internal and external stakeholders. Drive continuous operational improvement to service delivery for operational efficiency by reviewing, updating, and implementing Standard Operating Procedures (SOPs), ensuring efficient, standardized, and compliant processes across UNFPA.2. Capacity Strengthening
Support capacity‑strengthening activities by training Procurement Associates and contributing to knowledge‑sharing under the guidance of the Manager. Train supply chain professionals whenever possible and support their development through sharing knowledge and experience Coach and mentor UNFPA personnel to strengthen their capacity to provide informed technical guidance in the supply chain management function.3. Thought Leadership, Knowledge Sharing and Advisory
Promote and support UNFPA's supply chain through actively engaging with external partners and industry experts, participating in relevant forums, contributing to outreach initiatives, and representing UNFPA's expertise in various supply chain management discussions and initiatives. Support an environment for knowledge retention and sharing and the creation of a community of practice for supply chain. Support the full range of supply chain management issues, incorporating best practices and continuous improvement across UNFPA.4. Partnerships and Resource Mobilization
Contribute to the awareness of UNFPA’s value proposition and relationships with third-party procurement partners, actively promoting UNFPA’s third-party procurement and supply chain services and maintaining harmonious relationships Provide operational data and reporting inputs to inform resource mobilization led by the Business Development Specialist. Contribute to SCMU on the development and implementation of innovative financing mechanisms. Contribute to SCMU’s oversight of resource mobilisation proposals for quality assurance purposes5. Collaboration and Representation
Maintain effective collaboration with relevant stakeholders within UNFPA to ensure coordinated and effective tailored solutions for each area of intervention. Support relationships with key supply chain partners with the purpose of increasing the efficiency of UNFPA’s supply chain function. Represent SCMU and UNFPA in meetings related to operational functions.Qualifications and Experience
Education:
Advanced university degree required. An advanced degree in Supply Chain Management, Business Administration, Marketing, International Relations, Development Studies, Social Sciences, Economics, International Commerce, or other related fields is an added advantage. A professional Supply Chain Management certification such as Chartered Institute of Procurement & Supply (CIPS) at Level 3 or above Certificate and/or Chartered Institute of Logistics and Transport (CILT-UK) at Level 3 or above qualification is an asset.
Knowledge and Experience:
Minimum of two years of relevant experience at the national or international level in supply chain and procurement, marketing, partnerships and/or fundraising, sales and/or marketing, customer service, or related areas preferably for social mission-driven organizations or initiatives is required. Intermediate proficiency in project management skills is an asset. Basic knowledge of the principles and operational aspects of sexual and reproductive health commodities in global development and the humanitarian community is an asset. Strong interpersonal skills and capability to develop and maintain broad diversified partnerships with external partners such as governments or donors is required. Professional written and spoken presentation skills, including the development of reports, presentations to external partners, and the ability to synthesize complex technical documents for both technical and non-technical audiences is required. The following are additional assets for the position: Experience of at least one year in managing international or in-country procurement and logistics operations in the health area, and/or government customer service and/or donor relations and/or private sector partnerships Proven experience of at least one year in managing people. Familiarity with procurement and supply chain operations from UN organizations, , public governmental entities and iNGOs. Experience working with Google tools and analytical applications, spreadsheets for performance metrics and management reporting, Oracle ERP system, OMS system and issuing Proforma Invoices, database and dashboard development for a variety of audiences and e-filing.Languages:
Fluency in English is required. Working knowledge of another official UN language is an asset, especially French and/or Spanish.
