1. Background

DRC has been present in West and Central Africa since 1998. DRC's HQ Hub for West Africa, North Africa and Latin America is based in Dakar, Senegal, and covers twelve countries outside Senegal. The Cameroon country office opened in 2018 and currently comprises a coordination office in the capital Yaoundé, a base in Bamenda covering the Northwest region, a base in Garoua Boulaï covering the Adamaoua and East regions, and a base in Mokolo for the Far North. 

DRC’s interventions in these areas include providing assistance to vulnerable populations, especially IDPs and refugees to enable them to meet their basic needs and protection, providing durable solutions to the ultrapoor while rendering them resilient to shocks via resilience and peacebuilding activities. Due to the lack of emergency response services to the newly displaced in the NWSW regions,

The DRC has stepped in with emergency protection and multipurpose cash in the NW region in collaboration with two national organizations as partners.

2. Purpose

Based in Bamenda, the Project Liaison Officer, working under the direct supervision of the Emergency Response Project Coordinator, and reporting to the Access, Safety & Base Manager, will support all FLASH project activities for protection and Economic Recovery, supporting the Project Coordinator in the planning, implementation of project activities and supporting DRC’s partners as they implement activities. In close collaboration with the team’s technical specialists, the Project Liaison Officer is responsible for ensuring that DRC is represented during the implementation of the projects’ activities by two local partners.

3. Duties and Responsibilities

Under the management of the Support Services Coordinator, the Finance Intern is responsible for:

Archiving (60% of his time)

• In charge of the proper archiving of all accounting documents and financial archives kept within the Office in Yaoundé;

• Responsibility for checking that accounting documents are in good condition, legible, easily consultable, stored in a secure and professional manner, while ensuring the proper maintenance of the stored documents;

• In charge of the regular digitization (scanning) of accounting documents and the electronic archiving/filing of these documents according to the standards defined by DRC;

• Operational support to all colleagues in the Finance Department, as well as potentially to the Support Departments (Supply Chain and Human Resources) if required by senior management.

Audit & Compliance (20% of his time):

• Support from the Finance Department in the event of an audit or preparation for audits (scanning of documents, archiving, etc.);

• Responsibility to collect all the supporting documents necessary for the accounting document to be considered complete and compliant;

Administration (20% of his time):

• Support for bank liaison
• Support for liaison with the tax department

4. Qualifications

Experience and technical skills : 

• Academic level equivalent to a minimum Bac+2, university in the field of Finance/Accounting, Project Management, Business Administration or Bioforce type training;

• Knowledge of accounting and financial management software (SAGE, Dynamics, NAVISION, SAGA, etc.) is preferred;

• Excellent command of Microsoft Office;

• Excellent command of Excel tools;

• Excellent analytical and reporting skills;

• Excellent interpersonal skills and demonstrated ability to work under pressure and stressful conditions;

• Good understanding of the working environment in an international environment.
• Being bilingual (French and English) is an advantage.
• An previous experience with International NGOs is an advantage

6. General regulations

The employee must follow DRC's instructions on security, confidentiality, and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework

• The employee must not engage in any other remunerated activity during the term of the DRC contract without prior authorization
• The employee must not engage in any activity that could adversely affect DRC or the implementation of any project during the term of the DRC contract
• The employee must not give media interviews or post photos related to DRC programs or share other materials without prior permission

• The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.
