Shelter and Settlement Coordinator (Shelter, WASH and Infrastructure Coordinator)

DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams. 

About the Job:

The SWI Coordinator is a technical expert who leads in collaborative Shelter, WASH & infrastructure project design (including proposal writing, and budgeting); external coordination; and follow up and support to local partner implementation. It will be a fast-paced environment with field travel to partner implementation locations expected. This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. 

The role is expected to expand DRCs programming towards Site Management and Coordination (SMC), Shelter and WASH programming. The SWI Coordinator is expected to work closely with other Technical Coordinators specifically integrating Protection, Economic Recovery, and Humanitarian Disarmament and Peacebuilding sectors. 

Responsibilities:   

Project Development

• Lead on the design of proposals, project plans and budgets for funding from multiple donors in collaboration with SWI staff, Area Programme Manager, and Grants and Partnerships Coordinator 
• Support partner teams with technical advice, project implementation and reporting in collaboration with Partnerships Coordinator and Area Programme Manager
• Assist MEAL coordinator in developing the projects’ Monitoring & Evaluation tools

Programming & Operations

• Expand DRC’s SWI programming through strategy development in close collaboration with the Head of Programme
• Ensure efficient and effective SWI program implementation while following the budget and work plan in collaboration with field staff and Area Programme Manager 
• Ensure alignment of all SWI programming to relevant global technical standards, and to DRC’s Response Framework, in collaboration with global SWI and CCCM advisors 
• Conduct capacity assessments for local partners, design and deliver capacity support as needed, including in the field in collaboration with Grants and Partnerships Coordinator and relevant DRC teams
• Lead the design and implementation of sector needs assessment and thematic reports as needed 
• Participate in preparing monthly/quarterly/annual highlights/ capacity statements/ reports and proposals and budgets for donors
• Develop SOPs and SWI strategy in line with country strategy and global ToC
• Deliver trainings on SMC to internal and external stakeholders and in collaboration with IOM and MoSA 

Coordination and representation

• Collaborate with relevant internal and external technical experts on issues related to relevant sector including maintaining a close relationship with UNHCR, IOM, and MoSA and MEHE counterparts 
• Represent DRC at relevant coordination meetings
• Ensure full integration of sector activities with Site Management, Protection and Economic Recovery activities
• Coordinate with sector counterparts in other locations in the implementation of common funded projects
• Ensure good representation and reputation of sector at all levels
• Actively participate in internal coordination meeting
• Ensure and actively participate in regular sector meetings

As Coordinator the post-holder is responsible for: 

• Coordinating strategy and operations
• Technical line responsibilities within a given discipline, for both strategy and operations 
• Providing expert advice and support to set strategy and assure operational quality and compliance 

To be successful in this role we expect you to have the following experience:

• Minimum 3-5 years of practical experience in sector area working for an INGO – specifically CCCM, Coordination, Shelter and WASH, and HLP programming 
• Masters Degree in Architecture, engineering, life sciences or other relevant field
• Experience in managing and overseeing local partner implementation
• Experience in delivering trainings to local partners and external/internal stakeholders on SWI and SMC/CCCM programming 
• Previous experience one to two years in Protection programming is a value add
• Documented skills in project planning and design, drafting, calculation and technical writing 
• Excellent skill in MS Word, Excel, and PowerPoint 
• Experience in project development 
• Experience working with national partners, local/government authorities, and UN organisations 
• Full professional proficiency in English & Arabic

• Contract length: Until 31st of March 2027 (Renewable based on performance and funding availability) 
• Band/Level: G-1 Non Management
• Duty Station: Beirut with frequent travel to the field offices
• Start date: September 2026
